About Carl Saizan

Carl Saizan, Executive Director of the Louisiana State Board of Private Security Examiners (LSBPSE), is a retired Major with the Louisiana State Police with more than 37 years of law enforcement and public safety experience. He concluded his Louisiana State Police career as Command Inspector of the Bureau of Investigations, Special Investigations Division, where he provided oversight of the Statewide Special Victims Unit, State Analytical & Fusion Exchange Center, Criminal Intelligence Unit, and Technical Support Unit.

Throughout his career, Carl served in numerous leadership positions, including Platoon 1 SWAT Commander, Troop B Commander, and Region 1 Patrol Major for Southeast Louisiana. He also served for eight years on the statewide Strategic Highway Safety Team and played a key role in reestablishing Louisiana State Police statewide motorcycle patrol operations in 1998. Additionally, he founded the Louisiana State Troopers Association, Troop B Children’s Grant-A-Wish Foundation in 1997.

Carl is a graduate of the FBI National Academy, Session 218, and received Trooper of the Year in 1995. He holds a Bachelor’s degree in Public Administration with an emphasis in Emergency Management. Having dedicated the majority of his career to public safety, Carl brings extensive leadership, operational, regulatory, and law enforcement experience to his role as Executive Director of the LSBPSE. He is committed to strengthening Louisiana’s private security industry, promoting professionalism and accountability, and fostering a strong partnership between the private security and public safety communities.

Carl and his wife, Stephanie, have been married for over 40 years and have six children and five grandchildren. They reside in Mandeville, where they are parishioners at Our Lady of the Lake Roman Catholic Church.
