Licensure by Endorsement for Louisiana Residents
with Out-of-State Credentials
In accordance with Act 253 of the 2024 Louisiana Legislative Session, the Louisiana State Board of Private Security Examiners (LSBPSE) offers licensed, certified, or registered by endorsement for applicants currently licensed in another state. The Welcome Home Act provides a pathway for qualified out-of-state licensees and registrants seeking Louisiana licensure by endorsement in the following categories:

Application Guidance
Follow these steps to begin your application under the Welcome Home Act.
IMPORTANT - EMAIL BEFORE YOU APPLY
To apply through LSBPSE under the Welcome Home Act, begin by emailing the Board. Do not submit your online application until you have notified LSBPSE of your intent to apply through the Welcome Home Act.
- Notify the Board: Email privatesecurityboard@la.gov before submitting your online application
- Include the Required Information: Use the subject line “Licensure via Welcome Home Act” and include proof of Louisiana residency
- Apply Online: Follow the instructions provided by LSBPSE and complete the applicable application through the Licensing & Registration Portal
Eligibility Requirements
Applicants must meet the following requirements to be eligible for licensure by endorsement under the Welcome Home Act.
Be a Louisiana resident and provide proof of residency
Hold a current and valid out-of-state license/registration with a scope of practice similar to Louisiana
Have held the out-of-state registration for at least one year and met the minimum requirements for licensure
The other state must require an examination or education, training, or experience standards for licensure/registration
Security officer applicants must complete the required four-hour S.O.S.T. training
Pass the associated training examination
Have no disqualifying criminal record under Louisiana law and complete all applicable LSBPSE background-check requirements
Be in good standing with the licensing authority in the other state
Pending disciplinary actions or investigations will delay approval
